GPGWatcher doesn't really watch path's anymore

During the rewrite of making the GPGWatcher work via the xpc
service,
Luke fucked up the actual watching part.
It's also to be seen, if the watcher shouldn't be started
independently from
the GPGController, since the lifetime of the watcher should match
that of the
application, while different controller instances might be used in
different methods.
