Remove XPC check

As it looks the XPC check is unnecessary unless two things
happen:
- The Libmacgpg.xpc binary is removed AFTER a xpc request has been
started, but BEFORE it returned -> Semaphore will wait till
timeout. - The Libmacgpg.xpc launch agent is removed AFTER a xpc
request has been started, but BEFORE it returned -> Semaphore
will wait till timeout.
We should discuss how likely these two things happening are, and decide based on that.

- State changed from “new” to “hold”
As it looks, it also happens if the xpc binary is not available at all.
Checking with Apple if that's expected behaviour. -
