How to handle more and more Service Menu Entries?

With more and more features, we get more entries to the Services menu.
How should we handle this? The perfect solution would be to automatically decide what to do (see #75), but I'm not sure how this can be accomplished.
Is there a way to create a submenu in the Services menu? This would at least reduce the initial impact when a user installs GPGServices.

Recent versions have had better descriptions in ServiceMenu.strings.
Also, there is not the naming clash between Selection and File operations which caused multiple identically-named service entries to sometimes appear.
And hopefully ServiceMenu.strings can be localized soon.
