This is possible, but it would take some work to backport new code. I make use of Closures (blocks) in many parts of GPGServices someone would have to rewrite this to 10.5-compatible ObjC.
Apart from this, GPGService probably uses some methods and/or apis which aren't available on 10.5. Someone would have to find and rewrite them for 10.5 compatibility. All in all, I'm not sure if this would be feasible. If we support 10.5, shouldn't we support 10.4 too? What's about 10.3? What's about Lion? Should we ignore features of Lion for the sake of 10.5-compatibility?

It already works on Lion, right? So 10.6 and 10.7 are fine.
We don't want to support 10.4 and 10.3 because 10.5 is supported on those machines so it might be the best for those users to update to 10.5.
I'm also not sure if it's worth the effort. 10.5 will slowly fade (but currently still has quite a user-base).

Well, this is more about to evaluate the effort needed to provide a 10.5 version. If you use blocks and 10.6 only APIs that it might not worth it. C'est la vie ;)
