Create a license file

The file https://github.com/GPGTools/GPGServices/raw/master/LICENSE.txt should be created (it's linked on the web page). Also have a look at the old license first: http://www.far-blue.co.uk/projects/gpgservices.html

What kind of license should we use? I read the license of the original GPGServices ("Artistic License"), which seems ok, but I'm definitely no expert with Licenses.

I think we cannot just change the license without the original author

As far as I understand the license, we are allowed to continue to use the Artistic License and continue extending and distributing GPGServices like we do currently.
Let's use the Artistic License(?)
