OpenPGP: Decrypt not showing up in services

When I right-click an encrypted file, OpenPGP: Decrypt is not
shown in the Services menu. OpenPGP: Encrypt is shown.
If I select some plain text in a document, OpenPGP: Decrypt and
OpenPGP: Encrypt are both available in the Services menu.
Is there something I am not doing right?

Thank you for the report. Please download the latest beta version from http://www.gpgtools.org/gpgservices/index.html. The current/old version can not decrypt files.

That link takes me to version 1.5, not a beta.
That is also the version that I have already installed. -

Also, I did re-download and re-install this version with no change.

There is a link called "beta" on that page.
