Installation: services are not automatically enabled

On another machine /Library/Services/GPGServices.service was not loaded at all. I "fixed" it by moving it "around" and changed the permission forth and back and after a while it got loaded from /L/S - not sure what the issue is.
There are now "NSRequiredContext"s - but this is not fixed.

I have noticed the text selection services don't stay enabled on 10.8.2 - you can enable them via the UI but they pretty much instantly disable themselves. This may be related to why this is happening.
