wrong window order when signing files

Reproduce
sign any file in finder
Currently
Key Selection (expected) and progress (not expected) shows simultaneously. see screenshot
Expected
Progress should not be shown at that time. It should be shown once the user has selected the signing key.

This is resolved by revamping all dialogs for GPG Suite 2020.1 / GPG Services 2.0.
