If the first packet is not a known packet GPG Services starts encrypt operation

Feedback #14975. In the linked discussion, the user's file (in
Keybase) starts with a marker packet instead of a packet known to
GPG Services (PublicKey, SymmetricKey etc.)
Since GPG Services only checks the first packet it falls back to
trying to encrypt the file.
