no longer encrypting large files

GPG Suite 2113n, 2018.1 works fine
macOS 10.13.3
Reproduce
Select any file >100MB (which should triggers the large file warning)
Currently
Nothing, no warning dialog is shown. GPGServices does not open.
Expected
GPGServices should show the warning and if the user wants to proceed open the GPGServices window and allow large file encryption.

interestingly this is no longer happening after a restart. setting to invalid and re-opening should this re-appear.
