GPGServices not answering and then becoming unresponsive after trying to decrypt a certain message

A user reported a "Can't decrypt error = 0" issue using
GPGServices.
macOS 10.12.6
GPG Suite 1952n
When trying to reproduce the problem, I observed some interesting behavior.

- mark the message in question and decrypt using GPGServices
Currently
GPGServices hangs and becomes unresponsive. Also unresponsive to
any further operations. An error is shown after a while "The
OpenPGP: Decryption Section service could not be used because the
GPGServices application did not respond to a request for
services.
Try reopening GPGServices or contact the vendor for an updated
version. (see attached screenshot)
Expected
GPGServices should not hang. Instead show a comprehensible error message about a damaged OpenPGP message.
The offending message with long dashes instead of normal dashes at the beginning and end is this:
