better error message for Verification failed - Unexpected GPG signature status 9

this is the error message for a missing public key. So we should display that information.
Suggestion:
Verification failed
The public key required to verify the signature is missing. Please ask the message author to share their public key with you. The fingerprint of the missing key is:
