remember enable / disable states of Sign and Add to Recipients options

Currently:
- Sign > disabled
- Add to Recipients > enabled (if a default key is selected in GPGPreferences)
Expected:
We should use the state the user last used when using GPGServices. Alternatively, we could add some settings options to always / never sign and always / never add to recipients.
If a user likes to sign, that user will likely always sign and the other way around. Remembering the user choice from last GPGServices usage would solve that.
