
better error message and steps to help users trying to Decrypt a public key

Reproduce
- open public key in TextEdit
- mark all
- right-click > GPGServices: Decrypt
Currently
- see screenshot: Decrypt failed! Code = 0"
Expected
In case of a public key, it would be nice to implement a check for that and then inform the user, that they are trying to decrypt a public key.
A public key has been detected in the selected content.

retested on macOS 10.15.3, GPG Suite 2722n
Error message now is:
Decryption failed: Other Failure! Decryption failed: Other Failure! (Unexpected error) Code = 38

- Title changed from If there is no data to be decrypted, show informative error message instead of "Decrypt failed! Code = 0" to better error message and steps to help users trying to Decrypt a public key
