Via Tender: Insert my key does not work

Assigned to Tender discussion #377. As reported in Tender:
When I do
Mail > Services > OpenPGP: Insert my key
I get a dialog to select my key, and after selection, the key will
be inserted if any of the address fields is selected, but it will
not work if the cursor is in the text area of the message being
prepared.
