Services Menu Items don't Appear in Most Applications

For example, in Tor Browser when selecting non-editable text then clicking the services menu, there only appears "Import key from selection" and "Verify Signature of Selection". No sign of other items like "Decrypt selection to new window." However, in Firefox, Chrome, and Safari, there is no problem and the services menu appears like it should.

So, after a bit of digging, i find the plist file in the GPGServices.service application bundle after revealing its contents. Specifically, I find "NSApplicationIdentifier" under "NSRequiredContext" in the plist file. Only 7 applications are listed:

com.apple.Safari
com.google.Chrome
org.mozilla.firefox
org.chromium.Chromium
com.operasoftware.Opera
org.mozilla.camino
com.apple.mail

So, I'm guessing those applications are the required context in which the Services item appears. However, only listing 7 hard coded applications seems wrong to me. Why not every application? Or a way to easily add more approved applications?

Maybe I'm missing something, but this seems like a bug to me.

    Then please include exactly which operation is missing in TorBrowser. I can work with GPGServices just fine in the TorBrowser. So please test again and if you still think things are not as they are supposed to be, open a discussion and provide all the infos requested and detailed steps to reproduce the problem.
