display previously selected recipients at the top of recipient listing

If a user has more than 50 keys, scrolling large key lists to see which recipients are still active can be a nuisance.
Thus it would be a nice improvement to show any previously selected and active recipients at the top of the recipients listing. Then a line to split the listing and continue with the usual recipient listing.
- any selected recipient showing in the top listing, also shows as selected in the "normal" recipient listing
- deselect recipient at top -> recipient disappears from top listing and gets deselected as well in "normal" listing
- select recipient in nromal listing -> gets selected and added to top listing
Thoughts? If this is really a lot of work, we might need to rather start revamping GPGServices altogether. Timeframe tbd.
