when users install a beta version of GPG Suite, the beta update channel should be pre-selected

Currently when a beta version of GPG Suite is installed the option to "Include beta-builds" is not selected. When checking for updates, the beta channel is checked, which is conflicting with the UI info shown to the user.
Expected behavior is indeed to check for betas. When a beta is installed, users expect to receive follow up betas. A beta is just a temporary snapshot, so it's expected and important to receive follow up versions.
Scenario 1 where a user has made an active choice to include beta-builds. We respect and keep that choice, no matter if a stable or a beta Suite is installed.
Scenario 2 which we need to fix is when there has been no previous choice by the user. In that case the selection should match the Suite that has just been installed. Stable → no beta updates (option disabled), beta → Include beta-builds option enabled.
Once the code for this has been tweaked, we need to update that code in all the places it is used:
- GPGPreferences > Settings > Updates
- Mail.app > Preferences > GPGMail
- GPG Keychain > Preferences > Updates
There is just this single ticket instead of three separate tickets for each location that needs to be updated. Please only close this ticket once all three locations have been fixed.

Tested on 10.12.3
- run uninstaller
- install GPG Suite 1765n
- copy /Library/Frameworks/Libmacgpg to desktop
- install GPG_Suite-2017.1b2.dmg
- copy Libmacgpgp back to location
- Terminal defaults delete org.gpgtools.updater BetaUpdates
→ beta-build option is enabled as expected
