Install GPGPreferences system wide

I was surprised that the preference pane GPGPreference.prefPane was not available for a normal user, only for the admin user that installed the GPG tools.
Since it does things like selecting the default key and fixing GPGMail it should be available for everyone.
I'm using a system with 6 users, three of them are using GPG.
Please count this as one vote for system wide installation.
