Possible solutions:

we could pack GPGPreferences into GPG Keychain Access for 10.6 and 10.7.
-
we could build GPGPreferences for 10.6 and 10.7 with the pre-arc libmacgpg
-
drop GPGPreferences development for 10.6 and 10.7
