Via Tender: GPGPreferences Comments section doesn't work as expected

Assigned to Tender discussion #988. As reported in Tender:
Not nightly GPGMail, nor nightly GPGServices—only on the command-line gpg2.
Is it intended that these default comments should be included in armored messages?
