Via Tender: GPGPreferences Pane could not be loaded

Apparently GPGPreferences required Garbage Collection
support.
I tweaked the build settings to make GPGPreferences to be only
Garbage Collection compatible.
It seems that Preferences.app doesn't use GC and hence couldn't load GPGPreferences.
Apparently it's also only a problem on 32bit platforms.
It's still a guess, but that seems to be the reason.

ups, I did it again. Seems whenever I create a ticket from tender I transfer into Mr. Willners identity. We should inform Tender support about this...

ok, I think I can follow. Still I'm not convinced that the current state is ideal. Should we send a feature request or what?
