debug log no longer sent

In my test and in various incoming reports from users there is
no debug log. Instead there is the message Debug log could
not be attached.
Tested and reproduced on macOS 10.15.5, GPG Suite 2020.1. As reports from users with 2019.2 on 10.15.5 are coming through this looks like a regression.
One user send a report from 10.14.6 and 2020.1 successfully.
