Show pool sks server as default keyserver, if no keyserver is found in gpg.conf

Currently if no keyserver option is available in gpg.conf, the
keyserver field in GPG Suite Preferences is empty. That is
misleading and confusing for users.
Instead, the sks-keyserver should be displayed as pre-selected.
To make sure that a keyserver is always present, these two changes need to be implemented as well:
