
allow emails containing german umlauts öäü in Send Report

Currently
When sending a report with an email containing a german umlaut the report is not sent. Easy to reproduce by entering any email with an umlaut like someone@testö.org
Expected
Such emails are legit and GPG Suite Prefs should be able to handle them.
Context
We do not allow email addresses with umlauts because Tender does not allow them for user accounts. According to this StackOverflow that is legit referring to RFC 6531. Filed a request with Tender on 2019-01-07. Waiting for feedback.

This is notourbug. It's out of our hands as to wether this is fixed or not. We've filed a report with tenderapp, the support platform we use and are waiting for action on their side. Closing, as this is not actionable on our side.
