pre-select component when opening Send Report from GPG Mail or GPG Keychain

When a user opens System Preferences > GPG Suite Preferences > Send Report by pressing the "Report Problem" button in Mail.app > Preferences > GPG Mail the report should have "GPG Mail" pre-selected for the component drop down.
Currently the user still has to select a component.

✘ component is not preselected in GPG Suite PreferencesThat's unexpected behavior as I verified the GPG Keychain fix in an earlier nightly.
