
auto-key-retrieve only working with new signatures

If the option auto-key-retrieve
is set and a
signature should be verified, dirmngr will only download the
signers key from the keyserver, if the fingerprint of that key is
in the signature.
In earlier versions of GnuPG (< 2.1.16), dirmngr could also
search for the key id.
This behavior is expected and (poorly) documented.
This leads to a situation, where auto-key-retrieve does not work for old signatures because they don't contain the fingerprint.

Also create issuer fingerprint subpacket for v4 keys.
