
gpg-agent crashes under some circumstances due to the use of clock_gettime which is not available on macOS 10.11

Steps to reproduce
1.) Remove .gnupg folder
rm -rf ~/.gnupg
2.) Run "gpg -K" to have the .gnupg folder recreated
gpg -K
3.) Remove ~/.gnupg/pubring.kbx
rm ~/.gnupg/pubring.kbx
4.) Create a symlink for ~/.gnupg/pubring.kbx which points to nowhere
cd ~/.gnupg
ln -s test ~/.gnupg/pubring.kbx
5.) Try to symmetrically encrypt some text
echo "Test" | gpg --symmetric
6.) gpg-agent will crash
Only affects macOS < 10.13
