implement solution to workaround removed skeleton config file

gpg 2.1.21 removed support for skeleton config file

gpg,dirmngr: Removed the skeleton config file support.  The
system's standard methods for providing default configuration
files should be used instead.

Workaround

  • create new config with options and store that in /usr/local/MacGPG2/etc/skel/.gnupg
  • in case a user has no config, copy info from there

It is necessary to check if gnupg itself does in fact copy the default gpg.conf, if not, our installer or launch agents should take care of that.

This currently results in System Preferences > GPG Suite Preferences > Auto retrieve public key being disabled.

The new solution should cover default-cache time (currently stored in gpg-agent.conf).
