pinentry using secondary fallback language when default system language is english

reproduce: always
tested on 10.12.2, GPG Suite 1747n
Test 1: Set primary system language to english, secondary
language to french.
Currently: top text in pinentry dialog is french, bottom textes are
english
Test2: Set primary system language to english, secondary
language to german.
Currently: top text in pinentry dialog is german, bottom textes are
english
Top text should respect system language and use english.
