Make MacGPG2 self contained

MacGPG2 currently installs under /usr/local and this can cause issues if users install other Unix-based software.
Either move to static libraries or install under /usr/local/MacGPG2/
Latter preferred.

Done in v2.0.17 (Currently RC).
All files now installed under /usr/local/MacGPG2. Additionally, all binaries now 32- and 64- bit.
