Just checked in Package Manager and the rights root:wheel are applied.
I did have some issues with Package Manager "Apply Recommendations" applying incorrect ownership in early release candidates, please check behaviour with latest release.
In build directory:
ls -lsa ~/Desktop/MacGPG2/build/MacGPG2/Library/LaunchAgents/org.gpgtools.macgpg2.gpg-agent.plist
8 -rw-r--r-- 1 root wheel 624 21 Jan 16:39 /Users/benjamin/Desktop/MacGPG2/build/MacGPG2/Library/LaunchAgents/org.gpgtools.macgpg2.gpg-agent.plist -

Where can I find it? https://github.com/GPGTools/MacGPG2/downloads says: Updated 1 day ago.

Reproducible:
8 -rw-r--r-- 1 benjamin staff 624 21 Jan 16:39 org.gpgtools.macgpg2.gpg-agent.plist
Removed, bumped version number, rebuilt installer and reran:
8 -rw-r--r-- 1 benjamin staff 624 21 Jan 16:39 org.gpgtools.macgpg2.gpg-agent.plist
Despite build directory:
8 -rw-r--r-- 1 root wheel 624 21 Jan 16:39 org.gpgtools.macgpg2.gpg-agent.plist
Will take some time to investigate.

If you cannot reproduce, then ticket should remain closed?

At least one user had this issue and there might be a reason for that. I'll ask for more details. Sometimes I cannot reproduce issues on my own system but still they exist.

I've worked on the issue and resolved it, therefore closed.
Without additional information there is not much I can do! And 'unable
to reproduce, on a closed ticket does not qualify as additional
information!Sent from my iPhone
