Due to a regression introduced in 2.2.33 gpgconf is always launched in verbose mode

Assigned to GPG Mail Support Plan #3305. A regression introduced in 2.2.33 (which is also included in the latest 2.2.34)
causes gpgconf to always start in verbose mode, no matter whether or not the
--verbose mode is passed. It's also no longer possible to disable verbosity with --no-verbose.
The following code is taken from the 2.3.x code base which doesn't include
this bug.

Verification steps
Run the following command:

LANG=en gpgconf --list-options gpg-agent | head -n1

Result
A warning should shown that reads something like:
Note: no default option file '/usr/local/MacGPG2/etc/gnupg/gpg-agent.conf'

Expected
No warning should be shown except --verbose is passed.

UPDATE 220309 Werner confirmed bug. Fix should be in next release mid April.
