replace sks key server with ubuntu hockpuck as new fallback server

sks is officially dead. We could replace sks fallback server
with hkps://hockeypuck.ubuntu.com

- don't show this server in key list by default
- show warning when users switch away from keys.openpgp.org (this mechanism is in place for sks but needs to be adapted)
- changes also need to land in GPG Suite Preferences and GPG Keychain
Update 2022-10-16: GnuPG 2.2.40 turns on fingerprint in responses from hockeypuck based keyservers and thus fixes this issue with a patch to GnuPG from us.
