This was a problem in the past. It is a problem again on macOS Big Sur. Adding new accounts to Mail app is not reflected in the list of suggested email address in the dialog to Create a new key pair.

We can not get the mail addresses from Apple Mail, if System Integrity Protection (SIP) is enabled.
Only the addresses from the me-contact and from unprotected mail accounts are shown.
