What are the permissions on the old "GPG Keychain Access.app" and its content.
Can you delete the old version and then install the new?
Do you have admin rights? -

Yes, I have admin rights (only one account on computer).
I checked all directories/files in app package, and I had read & write privileges on all.
Deleting old app works (without need for authorization)
After old app deleted new version installs.Strange...
If no one else sees this then perhaps it is something unique to my machine. BTW OS is current, and was updated with combo updater last week.

This is a bug in Mac OS X. But I don’t know why.
