haveibeenpwned check for key generation

We can add value for the user by checking if their password was included in one of the many company breaches where user data leaked.
Let's add support for https://haveibeenpwned.com/API/v2
User sees a checkbox (default: on) with light grey explanation text:
[x] Warn me if my passphrase was included in a data breach
A part of the hashed version of your password will be sent to
haveibeenpwned.com
in order to check against all passwords which were leaked in data
breaches.
