add user ID dialog: move comment field to expert options

Currently
Three fields are shown: Name, Email, Comment. This is confusing in two regards:
- users going with the defaults do not see the comment field at
all during key creation, so they may wonder why for a user ID it is
there
- the current implementation does not indicate that the comment field is not mandatory at all
Expected
To solve this, let's move the comment field to the expert options.
- comment field is not visible at all in the normal mode
- after user switches to expert mode, user IDs with comment can be created
