do not import weak 1024bit DSA keys

1024bit RSA keys are no longer imported (expert mode only). for consistency reasons, 1024bit DSA keys should be treated the same.
We probably can re-use the existing info message (double check if that needs adjustments).
TBD: Would that also mean, we no longer allow encryption towards those keys?
