warn users who have weak sec keys

and other reports suggest 1024bit keys should no longer be used. This isn't news.
To prevent uninformed users from using very old weak keys, we should warn users that have active 1024bit keys in their keychain.
Ideally we show a warning (that warning may be repeated monthly) and provide good steps how to transition to a stronger key.
