Allow filling reason for revocation when enacting "Revoke..." without an existing cert

This might perhaps apply to "Generate Revoke Certificate…" instead: if I understood #244 correctly, it sounds like the intent was for the Revoke… menu item to be disabled unless there is an existing revocation cert in ~/.gnupg/RevCerts for the selected key, but it doesn't seem to quite work that way yet in the 09.2015 release.

Anyhow, whenever I electively ask for a revocation cert to be generated, I would like to have the option to select the reason and provide a description, like when using gpg --gen-revoke on the CLI.
