When deleting a key pair consider switching button order

Currently the order is "Delete only secret key", "Delete secret & public key", "Cancel".
Steve proposes to switch "Delete only secret key" and "Delete
secret & public key"
I think we should could remove the option to delete only the secret
key entirely.
