small screen sizes using old key inspector, key inspector should not overlay new UserID dialogue

Currently: for small screen sizes, key spector is opened in a new window instead of the side slider. If then a new UserID is created the dialogue for the new UserID might be behind the key inspector and thus not visible.
Expected: as soon as a new dialogue is shown it should be on top or key inspector move behind it. This becomes especially annoying, as even clicking on the new dialogue, key inspector remains on top and there's no way to move key inspector out of focus.
