revoked or expired keys must not show in key selection list, shown when signing a key

GPG Suite stable (2013-10-22) and Nightly (918n) show identical behavior.
Reproduce:
- have a revoked or expired key with type "sec/pub" in GPG Keychain Access
- sign any public key
Current:
- observe that all expired and revoked keys do show in the key selection list
Expected:
- expired and revoked keys should never show as available options to sign a key
