Add an option to publish a minimized key to the keyserver

Currently whenever a key is sent to the key server, all
signatures connected to the key are uploaded as well.
Some users connected to these signatures might not want the "social
graph" to be exposed.
GPG Keychain should allow the user to choose whether or not they
want to upload their entire key.
This should be an expert option, since it breaks the idea of the web of trust.
