Allow creation of subkeys with specific capabilities and honor RSA sign only key

GPG Keychain Access should allow to create subkeys with only specific capabilities.
Also, if a RSA (sign only) should be created, all other capabilities besides signing should be disabled.
allow proper creation of RSA "sign only" secret key! the best practice is to have a master key that has capabilities "sc" only (sign & cert), and then a separate subkey for encryption. Even though I specify "RSA (sign only)" when creating a new key, it adds encryption to the master key anyway
