Unable to import certificate

Hello,

I have a public certificate with one master/subkey pair that I cannot import into GPG Keychain. The master has signed itself with one user id and the subkey has a binding signature from the master key. However, when I try and import them from the command line, I get this error:

gpg: key E6ED9330: no valid user IDs
gpg: this may be caused by a missing self-signature

To be frank, this certificate was generated by software that I'm creating. However, I can import it just fine in other PGP software. So I'm curious, what is wrong here? Is it the certificate or the way GPG Keychain is analyzing the certificate?

The master's self-signature does not explicitly specify the userid in question as the primary user id. However, I couldn't find in the rfc 4880 that one must be explicitly designated as such. One must simply be present.

(Side note: I've noticed that GPG Keychain uses the last such signature to pick the primary user id as opposed to the first.)

I've attached the certificate in question.
