Order of pop-up windows is broken

Example:
problem:
- Open Key Inspector
- go to user ID
- hit "+" to add a UID -> window opens behind key inspector
depending on the placement of the key inspector this can lead to serious misunderstandings, when it's 100% behind the key inspector
expected:
- should show up on the top level, so we are sure the user sees the window
tested with: latest nightly from 20th feb 2012
