option to auto key refresh

Refreshing keys is an essential and important factor when using OpenPGP. Users need to be kept aware if keys may have expired. Refreshing keys and more frequent key uploads of the own key does help understand at which version of gpg the user may be and which features theri setup supports (or does not support).
