add upload key dialog after updating the expirating date of a key and subkey

We added the upload key dialog when a subkey is added to a key in #254 last week.
We should show the same dialog after users change the expiration date of a key and subkey (two separate instances that is).
The pre-selected option should follow the same logic we use for the new userID / subkey cases, which is:
- key exists on key servers → Upload Public Key (preselected)
- key does not exist on key servers → No, Thanks! (preselected)
